张琼,中国人民大学公共管理学院教授。主要研究领域包括行为经济学,发展经济学和公共经济学。先后主持国家、省部级和国际合作等各类项目20余项,出版中英文著作2部,迄今在American Economic Review, Population Studies, Journal of Development Studies, 《经济研究》《经济学(季刊)》《世界经济》等国内外学术期刊上发表论文50余篇。论文成果曾获2016年度(第17届)孙冶方经济科学奖论文奖。
摘要:
This paper uses newly digitized records to study the effects of bureaucratization on effective governance. It finds that county-level environmental bureaucracies successively established in China since the late 1970s significantly lowers measured pollution. Variation in politician or director quality does not drive the effect. Fieldwork and quantitative comparative evidence indicate that institutional independence, a single-task mandate, grassroots embeddedness, and mission-driven officials are key to such effectiveness. Pollution declines through strengthened policy implementation and environment-friendly transition without harming economic performance. The findings shed light on how technocratic bureaucracy builds state capacity, a domain that needs more rigorous empirical evidence.

张帆,暨南大学经济学院助理教授。他于新加坡国立大学获得博士学位、南开大学获得硕士和学士学位。他的研究兴趣包括城市环境经济学、环境经济学和发展经济等。其研究成果已发表或接收于Economic Journal, Journal of Health Economic, Journal of Environmental Economics and Management, Financial Management, Regional Science and Urban Economics等期刊。
摘要:
Electricity perishes immediately, making production highly sensitive to power supply fluctuations. Beyond cross-regional transmission, power systems worldwide are increasingly turning to storage techniques. In this paper, we exploit the rollout of pumped-storage hydropower (PSH)—the largest form of localized power storage infrastructure—to study its impact on firm production. Using a staggered difference-in-differences design, we show that access to PSH increases production by 15.1%. Mechanism analyses indicate that PSH reduces power uncertainty and smooths within-year production volatility. The production response may reflect fundamental changes in production expectations, as further evidence shows the affected firms expand long-term investment and increase the use of permanent labor. In aggregate, localized energy solutions have meaningful implications for regional economic development.
